County Commission Meeting 3/30/10 Regular Session

The Lawrence County Commission convened on Tuesday, March 30, 2010, at 5 p.m. in Regular Session.  The meeting was called to order by Commission Chair, Jerry Dryden.  Roll was called by Lawrence County Clerk, Chuck Kizer.  Members present (17) Wayne Yocom, Bert Spearman, John Sanders, Jr., Charles Robertson, Jerry Putman, Mark Nidergeses, Chris Jackson, Sandra Hyatt, Rick Hill, Dennis Gillespie, Jerry Dryden, Bobby Clifton, William Burks, Anne Brown, Ray Brazier, Ronald Benefield and Delano Benefield.  Members absent (1) Alan Keener. 

                                                                                                                                          

Invocation given by Charles Robertson, County Commissioner. The Pledge to the United States flag was led by Chris Jackson, County Commissioner.  There were no public comments made.

Purchasing Committee April 15, 2010

The Lawrence County Purchasing Committee convened on Thursday, April 15, 2010 at 4 p.m. in the Second Floor Conference Room of the Lawrence County Administrative Center.

Members present were Paul Rosson, Jerry Dryden, Rick Hill and Alan Keener. Also present were Budget Director Teresa Purcell, Road Superintendent Donnie Brown and others.

The purpose of the meeting was to open bids for a reclaimer for the Highway Department.

The following bids were opened for the equipment:

Nashville Tractor & Supply presented a letter of intent not to bid.

Thompson Machinery submitted a bid in the amount of $367,000 with a delivery date of 2-4 weeks.

Mr. Brown recommended the bid from Thompson Machinery be accepted.

A motion was made by Alan Keener, seconded by Jerry Dryden to accept the bid as presented. The motion was approved with all ayes.

The following bids were then opened for the financing options:

First Farmers with a first payment of $80,905.39 and an interest rate of 4.45%

Wachovia with a first payment of $78,479.30 and interest rate of 3.42%

Suntrust with a first payment of $65,851.14 and interest rate of 3.05%

Republic 1st National with a first payment of $67,908.30 and interest rate of 4.38%

Thompson Machinery with a first payment of $65,699.07 and interest rate of 2.952%

After a period of discussion, Mrs. Purcell recommended accepting the lowest bid on the financing.

A motion was made by Alan Keener, seconded by Rick Hill to accept the financing option from the low bidder of Thompson Machinery. The motion was approved with all ayes.

With no further business, the meeting was adjourned without objection.

Facilities Committee Meeting March 25, 2010

The Lawrence County Facilities Committee convened on Thursday, March 25, 2010 at 4 p.m. in the Second Floor Conference Room of the Lawrence County Administrative Center.

Members present were Ronnie Benefield, Charles Robertson, Delano Benefield, Rick Hill, and Chris Jackson. Also present were County Executive Paul Rosson, Brian Parkhill with Lashlee Rich and Bob Smith with Cornerstone Detention Products.

The purpose of the meeting was to discuss facility issues including video visitation for the new criminal justice center.

Mr. Rosson gave the committee an update on the demolition work performed by the county’s crew in the old jail area. He said the work is progressing on schedule. Brian Parkhill said the county work crew had done an outstanding job on the demolition work. He said masonry work is currently being finishing in the visitation area. Drywall work is also underway. He said the project should be complete around the first week of May so the fire marshal can do the inspection.

Mr. Rosson informed the committee that an asbestos study was performed for the entire courthouse as required by TOSHA prior to renovation work so that when other demolition/renovation work is ready, that step will be complete.

Mr. Parkhill said when the renovations in the basement are complete and the sheriff’s department relocates back to that area, the crew will be ready to start work on the renovations to the existing courthouse offices. Mr. Rosson said he hopes the county is approved for an energy grant and is able to use those funds simultaneously to retrofit lighting and do other energy savings work.

Bob Smith of Cornerstone Detention Products next addressed the committee regarding a video visitation services. He showed the committee a video of the system in use at the Hardin County Jail. Mr. Smith also made a power point presentation of the video visitation system. Mr. Rosson told the committee he would be glad to work with Mr. Smith on getting a price estimate for the county.

Chief Terry Beecham of the Sheriff’s Department said the judges are in favor of using video visitation.

Mr. Parkhill said he will work with the IT Director to pull Cat 5 cable in the justice center area.

Another video visitation vendor was to make a presentation to the committee.  The committee recessed the meeting to allow time for the equipment to be set up.

Rick Holmes of Southwestern Communications next addressed the committee regarding their company’s video visitation system. He said the company handles the hardware and contacts with Renovo software company to operate the system. A representative of Renovo also spoke to the committee regarding the software portion of the system.

Chairman Benefield asked the company representatives to contact Mr. Rosson and Mr. Parkhill regarding the cost estimate and proposal for the system.

With no further business, the meeting was adjourned.

ARC Watertank Groundbreaking

United States Representative Lincoln Davis joined local community and business leaders Friday in breaking ground on the site of a new 700,000 gallon water tank which will be constructed in west Lawrence County.

The tank will improve water pressure for customers in the western section of Lawrence County and will also assist with water availability for fire protection in the area.

Funding for the project will include a grant from the Appalachian Regional Commission. The tank project is the first grant approved since Lawrence County was admitted to the Appalachian Regional Commission in October of 2008.

Computers In Full Use

Lawrence County is now using the ART system in all patient care documentation. The digital run reporting will enable our EMS department to produce more efficient and accurate run reports on all of our patients and will allow for swift retrieval of data so we can continue to improve our service. Reports can be generated with a simple click of the mouse. Our quality improvement program will be more informative so all EMTs and Paramedics can receive constructive feedback on patient care issues.

2010 Early Voting Schedule

Early voting for the August 5, 2010 County General Election will take place from Friday, July 16th through Saturday, July 31st at the Lawrence County Election Commission Office located at 225 Centennial Boulevard in Lawrenceburg.

Early voting hours are Monday through Friday from 8 a.m. until 4 p.m. and on the three Saturdays during the period from 8 a.m. until 12 Noon.
